An ecosystem can maintain its ecological dynamics and functional integrity when all stakeholders reach a common understanding of the issues and activities affecting the area and coordinate their decisions and actions. This helps ensure that decisions do not conflict with the interests of the wetland or those of other stakeholders.
Based on this principle, efforts were made to implement an ecosystem-based approach in wetlands across the country. This approach was promoted through meetings and consultations among key stakeholders. The first step was to develop a framework with the participation of all stakeholders, which in practice served as the Ecosystem-Based Management Plan.
