In previous years, the Department of Environment sought to establish a participatory approach to wetland management, in which all relevant stakeholders would be involved in managing wetlands. Over time, however, it became clear that participatory management required a legal framework to provide institutional support for and strengthen this approach.
To this end, representatives from the Ministry of Energy, Ministry of Agriculture Jihad, Forests, Rangelands and Watershed Management Organization, and other relevant stakeholders held a series of joint meetings and consultations, through which they developed the initial draft of the Law on the Protection, Restoration and Management of Wetlands.
